21. All good that in itself is good proceeds from the interior will. Evil is removed from this will by repentance. There also resides the evil in which a man is born. Unless therefore he repents, the evil remains in his interior will, and his good proceeds from the exterior will; thus his state is perverted. The interior qualifies the exterior, and not the exterior the interior. The Lord says:

Cleanse first the inside of the cup and of the platter (Matt. 23:26).
